[Dodp3] DLAMP Research Project - PLEASE HELP

I an Army civilian currently participating in Defense Leadership and
Management Program (DLAMP). As part of DLAMP Capstone course, I am doing a
research project to identify the Impact of Privatization on Base
Environmenta/Pollution Prevention (P2) programs. The brief problem statment
and background on the research topic is as follows.
		PROBLEM STATEMENT: Improper specifications (requirements),
policies and management controls are adversely impacting the effectiveness
and cost of pollution prevention (P2) programs and services on military
installations that have undergone a contracting out (partial or total) due
to an A-76 process determination. 
		Description of the Project Topic.  This project is designed
to evaluate the impact and effectiveness of the A-76 contract process on DOD
Base Environmental Programs and Services in general. In particular it is
intended to explore the ways that military installations could  better
specify their ongoing pollution prevention (P2) requirements when competing
against private industry under A-76 and DOD Strategic or Competitive
Sourcing Programs.

		BACKGROUND: The Pollution Prevention (P2) Partnership has
been established as one of its major objectives under the DOD comprehensive
strategy for achievement of compliance with environmental regulations and
executive orders through implementation of pollution prevention in all base
operations.  Typically bases have assigned primary staff to manage,
evaluate, and implement environmental programs and worked internally through
committees to identify problems and implement solutions.  These efforts have
become part of the base activities.  However, when performing an A-76
review, apparently many of these tasks are being overlooked and are not
included in the A-76 study when developing a most efficient organization
(MEO) for in-house operations or specifically included in the specific work
requirements in the  Performance Work Statment(PWS)for contract operations.
In numerous cases where contractors have assumed responsibility for
environmental functions, the existing Pollution Prevention efforts and
initiatives are not continuing and environmental staff is having difficulty
making the contractors more responsive.  As a result, these bases are
suffering a degradation of their pollution prevention program despite
explicit regulations executive orders and policies designed to avoid such an
outcome. 

My research plan is:(Note: I am not a subject matter expert like an
Environmental Engineer, but just a Management Analyst)

1.  First to identify one or more DOD installations which have  gone through
an A-76 study and currently their Environmental Program and P2 functions are
performe by a contracor.

2.  Second, to contact those installations, and if interested and willing to
work with me, I would then select/focus on some specific P2 operations (i.e.
motor pools, recycling centers, ect) and evaluate how well things are being
handled in terms of the contractor's ability to practice good pollution
prevention (P2)techniques. 

3.  Third, to find what aspects of contract operations are working well or
not working well in terms of P2 since the change to contractor has been
made.  

4.  Fourth, try to get some feedback and opinions of other
government staff (EPA auditors, DOD internal auditors, Multi-media
inspetions, GAO, etc) to validate my fidings and recommendations. 

5.  The ultimate objective of My research is to find if things are working
well under contract, why are they?  and if they are not working well, why
are they not? Hopefully I could obtain some contracting language/documents
and evaluate whether there were things in error or ommission within the
original A-76 statement of work.  After the contractor started work, are
there things in that statement of work that are in error or ommission.  i.e.
executive orders, internal government policies that may or may not apply to
contractors, etc.
