The Army's Center for Human Health and Preventive Medicine (CHPPM) will
be providing Affirmative Procurement training at Milan AAP (in western
TN) on Tuesday, 8 Jan and Redstone Arsenal (near Huntsville, TN) on
Wednesday, 9 Jan.

The seminar lasts about 3 or 4 hours and focuses on buying
recycled-content products in response to requirements under the Resource
Conservation and Recovery Act (RCRA) and Executive Order (EO) 13101,
"Greening the Government through Waste Prevention, Recycling, and
Federal Acquisition." (see info below on workshop objectives, agenda,
etc.)
CHPPM provided this training to Anniston Army Depot earlier this spring
and our good friend, Tracy Williams, attended along with about 200 other
personnel. She said that it was fantastic.

fyi, Camp Lejeune is tentatively scheduled to receive this same
training in July 02. CHPPM may also provide a condensed version of
this training at next year's annual Region 4 DOD Env Conference in June
in Atlanta.
SUMMARY
The seminar focuses on buying recycled-content products in response to
requirements under the Resource Conservation and Recovery Act (RCRA) and
Executive Order (EO) 13101, "Greening the Government through Waste
Prevention, Recycling, and Federal Acquisition." The EO requires
federal purchasers to identify and show preference to products made with
recycled content over those made with virgin materials, a policy called
"affirmative procurement." The U.S. Environmental Protection Agency
(EPA) publishes Comprehensive Procurement Guidelines (CPGs), which
identify specific products to be considered and purchased. In addition,
the EO calls for consideration of other factors in the buying process,
such as packaging, hazardous content, product reusability, or ability to
be recycled.
OBJECTIVES
Define the regulatory basis and applicability of the requirements
Identify ways to develop, execute, and promote an AP program
Describe steps to achieving and demonstrating compliance with AP
requirements
Discuss ways to implement AP at the purchasing/contracting level
TARGET AUDIENCE Personnel from contracting, procurement, legal,
environmental, logistics, public works, supply, and acquisition - as
well as credit card buyers, requirements generators, and those involved
in developing specifications or scopes of work for projects.
SEMINAR MATERIALS Each attendee will receive a folder with general
information, including the USACHPPM Affirmative Procurement Fact Sheet,
a comprehensive list of the CPG items, a list of useful web sites, and
guidance for purchasing from government supply sources. Additional
specialized handouts will be available at the seminar, and include
purchasing guidelines for all 54 CPG products, an AP checklist used by
EPA inspectors, EO 13101, and copies of all slide presentations.
SEMINAR CONTENT
Regulatory Background (RCRA, EOs, Federal Acquisition Regulations)
EPA RCRA Inspections - what they will be looking for, how you can be
ready
How to Incorporate AP into contracts - including a detailed discussion
of the FARS and the required contract clauses
Comprehensive Procurement Guidelines (CPGs) and Recommended Recovered
Material Advisory Notices (RMANs) - the 54 products we are required to
buy with recycled content
AP Implementation at the User Level - where to find recycled-content
products, how to order from government sources, how to read product
labels
Reporting and Tracking of AP purchases - what is currently being
reported, what the proposed reporting requirements are, who needs to
keep track of purchases and how
Environmentally Preferable Purchasing - discussion of the other
purchasing attributes, such as energy savings, water conservation,
packaging, reduction of hazardous content, and more
FACILITIES REQUIRED A classroom, small auditorium, or large
conference room can be used to conduct the seminar (smaller is better,
since it fosters more discussion). As far as audiovisual needs, we
prefer using power point but could also use overheads. We would bring
the laptop but would need an overhead/computer projector.
