[Dodp3] Changes to 40 CFR 112, Oil Spill Prevention, Control, And Counter measures (SPCC) Regulation

Greetings All,

I wish to thank everyone (and there were a bunch of you!) who went out of
their way to provide me a bit of guidance on this issue.  After weeks of
searching for the answers via web searches and phone calls and running
around like the proverbial chicken the people on this list gave me the
information I needed to tackle this issue with a fair amount of confidence
that I am not overlooking something vital.  (with, of course, the caveat
that my own idiocy my trip me up, obviously not the fault of any of you)
