I ran across this new procedure that may be of interest to some:
Refurbishing instead of purchasing new Chemical/Haz-Mat/Haz-Waste Steel
Buildings can save up to 2/3 of the cost. The coating (Super-Cote™) to
be used on refurbishment, will not rust or corrode, is virtually
indestructible, is maintenance free (unlike paint) and is blast
resilient (Force Protection/Environmental Security). The Refurb with
SuperCote™ Program is available on a current Defense Logistics Agency
Contract. For example: One government agency was going to spend $1.3
million on new buildings but with the Refurb program cost of $500,000.00
will save $800,000.00 and will not have to refurb again (no maintenance).
