North Carolina does not have any mandatory recycling law per se for used
oil.  However, used oil has been banned from disposal in landfills and solid
waste incinerators since October, 1990 (see General Statutes
130A-309.10(f)).  The statutes also prohibit oil to be discharged to sewers,
drainage systems, septic systems, waterways, etc.  The unit that administers
used oil regulations in NC is the Division of Waste Management - you can
contact Doug Roberts at 919.733.0692 for more information on those
regulations.
