Sharon,

What I've found works best is .... ask them.  Seriously, get the group or
groups together and let them guide you in your decisions.  Motivation is a
personal thing for each of us but there may be some common things that you
can do for the group(s).  The only way you will know for certain is to ask.
I doubt there will be a silver bullet that works for everyone and it may
take several approaches to reach the largest number of people.  Find out
what makes 'em tick.
