Small double walled above ground tanks are stock inventory items with some companies and may be a cost effective answer.  While I haven't chased it down this morning you might go on to Thomas Register website and do an product quiry for double walled tanks.

As an aside, it seems I recall that there are significant regulatory meanings to the definition of "waste oil" versus "used oil", and that handling of these demand different standards.  Can this have implications for a local recycling program? Please catch me up on this issue if things have changed.
