[P2assist] The inexpensive route for oil recycling tanks

Pender County looked into purchasing double wall tanks, but instead
purchased containments basins from our solid waste contractor made out of
dumpster bottoms. These are protected from the rain by a shelter built by
our Inmate Work Crew.
