<p>I am responding more as a survey writer than as a waste professional.
<p>Despite great anecdotal evidence to support this supposition, I submit
that choice "c" should be modified to read "who will <i>likely</i> pass
it on" or <i>probably</i> , or some other modifier. That is, unless
100% of all manfuacturers of items that might possibly be recycled have
stated "c" (unmodified) as their position. Anything less and you
may run into a bit of flack from these manufacturers if they choose to
take exception.
<p>You may also want to clarify in the question (and I don't have the full
instrument before me so therefore lack context) that CRTs and monitors
cost more <i>than traditional recycleables</i> due to the presence of toxics.
Simply stating "more" (a comparative) without the standard it is being
compared to can confuse the respondents.
