Karen,
Your cheapest option, if you want independent verification from your
service provider, will be to get an AMericore or other volunteer to run the
routes ahead of the truck and pay their mileage.  It is not a rocket
science type of project and it sounds like you have a methodology in mind.
Feel free to give me a call to talk about the cheapest way.
