Hi Eileen and all P2Assist Listserv members,
Recycling of plastic shopping bags is a requirement under Senate
Bill 111. Here is an excerpt............
Senate Bill 111
130A-309.10. Prohibited acts relating to packaging: coded labeling of
plastic containers required; disposal of certain special wastes in landfills
prohibited.
(a) After 1 January 1990, no beverage shall be sold or offered for sale
within the State in a beverage container designated and constructed so that
the container is opened by detaching a metal ring or tab.
(b) After 1 October 1991, no person shall distribute, sell, or offer for
sale in this State, any product packaged in a container or packing material
manufactured with fully halogenated chlorofluorocarbons (CFC). Producers of
containers or packaging material manufactured with chlorofluorocarbons (CFC)
are urged to introduce alternative packaging materials which are
environmentally compatible.
(c) (1) After 1 January 1991, no plastic bag shall be provided at
any retail outlet to any retail customer to use for the purpose of carrying
items purchased by that customer unless the bag is composed of material
which is recyclable. Notice of recyclability shall be printed on each bag.
(2) After 1 January 1993, no plastic bag shall be provided at any retail
outlet to any retail customer to use for the purpose of carrying items
purchased by that customer unless the Secretary certifies that not less than
twenty-five percent (25%) of such bags are being recycled.

All plastic shopping bags are marked with the type of plastic from which
they are made. Most are made of either High Density Polyethylene (HDPE) or
Low Density Polyethylene (LDPE). Markets for those materials do exist. Check

http://www.p2pays.org/DMRM . Trex Company, LLC, has been the main market for
grocery bags. They make plastic decking materials. Other companies recycle
HDPE and LDPE. You may have to do some calling about to link the stores (or
their corporate headquarters) with a market.

Subject: [P2assist] Grocery Bags
The grocery stores in my area have been gradually eliminating their plastic
bag recycling programs leaving my residents with no recycling outlet for
them. They have begun piling them up at convenience centers or placing them
in with other recycling thinking they can all be recycled together. It is
causing a huge problem for the community and I cannot find any companies to
provide bag recycling. Is anyone else having this problem in their
community and have you found a solution?
