[P2assist] re: alternative payment options for recycling programs.

The community recycling program that I currently work for is fully funded from the tipping fees and penalities paid at the local landfill.  However, the trend over the past couple of years has been showing a decrease in funding through this means and it is projected to continue.  Due to this, we are looking at alternative ways to fund the recycling program without raising property taxes.  So my question to the listserve is what other kind of alternative ways have people funded their community recycling programs?  Thanks for the assistance!
