Good day colleagues,

As you may recall, in my June 12th P2Assist posting about
requirements for recycling plastic shopping bags, the document that I cited
was an older version of NC Senate Bill 111. The version I quoted said:
GS 130A-309.10............. (c) (2) After 1 January 1993, no plastic bag
shall be provided at any retail outlet to any retail customer to use for the
purpose of carrying items purchased by that customer unless the Secretary
certifies that not less than twenty-five percent (25%) of such bags are
being recycled.
The most recent version from the North Carolina Solid Waste Management
document on Solid Waste Management Rules and Laws as enacted through the
2000 session of The North Carolina General Assembly states:
..(c) (2) It is the Goal of the State that at least twenty-five percent
(25%) of the plastic bags provided at retail outlets in the State to retail
customers for carrying items purchased by the customer be recycled.
As you can see, the change in wording made the 25% ruling a goal instead of
a requirement.
I hope this clarifies the issue for you. My apologies for any inconvenience.

Best wishes,
Tom
