Dorothy, you might want to check out the web site www.darksky.org  They have
lots of information on light pollution, as well as links to regulations in
different cities.  Here is the link to the NC outdoor lighting ordinances,
but not sure if the GSO link works . . you might have to be a member of that
site to get access to the actual regs . . might be able to search GSO's web
site and find out something though.  Hope this helps!
