Project Green. This document fulfills the reporting mandate of Executive Order No. 156. It compiles waste reduction reports required from 26 state government departments and offices, 18 constituent institutions of the University of North Carolina, and 58 community colleges. Reports were received from 71 percent of required agencies. The Division of Pollution Prevention and Environmental Assistance (DPPEA) is the agency charged with receiving data from agency reports and publishing this summary. Copies of past reports may be obtained by calling (919) 715-6500 or (800) 763-0136. State agency performance in waste reduction and recycling improved during the past fiscal year. Agencies as a whole are diverting more material from disposal than they did five or six years ago. Yet data summarized from fiscal year 2001 reports suggest that much variability still exists among agencies in level of commitment, effort, and performance. Several agencies have not reported totals for several years, making it difficult to get an accurate reading of waste reduction and recycling initiatives throughout the state. The report shows that state agencies continue to make progress on the purchase of high quality and affordable recycled products. State agencies also increased purchasing of non-paper recycled products and a number of recycled products were added to state term contracts, including API specification re-refined motor oil. After several months without a recycle collection contractor, the Facility Management Division within the Department of Administration, has awarded the Office Recycling Collection Services contract for the Raleigh and surrounding area to Orange Recycling Services, Inc. and American Recyclers.

Orange Recycling Services, Inc. a former recycle collection vendor with the North Carolina State Government was awarded three of the four collection service regions (Downtown, Dorothea Dix Campus-Chapanoke Road, and the Capital Boulevard-Barrett Drive).  The fourth and final region, Blue Ridge Road, was awarded to American Recyclers a start-up company with ties to Jacksonville, North Carolina.

Attention DENR employees: Learn more about the department's Sustainability Policy and Procedures to show your environmental commitment just in time for Earth Day, April 22, 2002. 

 

To find out more, please view the DENR Sustainability Committee Web site at http://www.sustainablenc.org/DENR. Under "Quick Links," click on the Sustainability Contest link to read the new DENR Sustainability policy. Then, using the electronic contest entry form found  on the contest page, enter the contest with a sustainability story or sustainability tip.

 

Three prizes will be awarded.

·        One prize will be for the best-judged sustainability story that prevents wastes and/or minimizes any negative environmental impact.

·        Another prize will be for the best-judged sustainability tip for preventing waste and/or minimizing any negative environmental impact.

·        And for a third prize, all contest entries will be entered into a general drawing.

Sustainability stories and tips will be used by DENR's Sustainability Liaisons Team for sustainability education, and to showcase ways that DENR employees are already involved with sustainability.

By incorporating sustainability in how things are done at the office and in the field, DENR employees not only prevent negative environmental impacts, but also save time and resources. DENR employees, using sustainable thinking in large and small ways, have the potential to save millions over the coming years. 

·        For example, the Museum of Natural Sciences recently changed the adhesive it uses to put program posters on core board. This allowed hundreds of dollars worth of core board to be reused again and again, instead of being land filled.

·        In another example, the Division of Air Quality saved a $10,000 connection cost, and a monthly electric bill for one of its state air sampling stations, by spending just $300 for a solar panel, a boat battery, and a connector device. That single solar set-up saves a small amount of air pollution from power plants every year.

UPDATE: Delaware Crushes Glass Recycling Problem Danielle Jackson Assistant Editor Waste Age, Feb 1, 2002 Sometimes the solution to the problem can be found in your own backyard - or driveway - as was the case with the Delaware Solid Waste Authority (DSWA), Dover, Del. When the market for recycled glass fell into a slump, the DSWA found another alternative to make better use of the material. Forming a partnership with Jerry's Paving and Tilcon Delaware, the DSWA decided to mix glass and asphalt to produce "glassphalt," which then could be used to repave DSWA's administrative building parking lot. According to the DSWA, brown, green, clear and mixed glass were collected from its 146 Recycle Delaware centers statewide. Ten percent glass was mixed with 90 percent other aggregates such as sand, stone and bituminous cement, then heated to form the glassphalt. Of the 400 total tons of asphalt poured into the DSWA's new parking lot, approximately 40 tons of it is glass. A typical asphalt mix is 95 percent aggregate, with the remaining 5 percent comprised of liquid asphalt, the sludge that remains from refining oil and gasoline. Glassphalt costs about the same and has the same life expectancy as regular asphalt - approximately 20 years, says Thomas E. Houska II, DSWA's chief of administrative services. "The Department of Transportation has used glassphalt in the past for base-coating but not for top-coating ... and we wanted to see how the material would hold up. It's working out great so far," he says. "Contractors also found it easy to work with," Houska adds. And the DSWA feels good "environmentally" because it is using a recyclable, man-made material that conserves the state's natural resources.
